Operator is a live CD Linux distro like Knoppix, according to the web site you mentioned. There is nothing illegal about running Linux of course, and you should consider replacing your MS-Vista system with one of the Linux distros anyway.
Your second question is not clear, sorry.

Regarding operator (or any software for that matter) I think you'll find that 9 times out of 10 it's legal. It's what you do with it that makes it illegal. Guns aren't illegal until you shoot someone or something with it....my opinion, software is the same. They do have others like operator out there such as Helix.

Unfortunately I can't help you with your second....question...

Reason being; "it doesn't work, fix it" doesn't really give me much to go on. It's kind of like taking a car to a mechanic and saying the same things. Are you getting any error messages? Are you able to at least boot from it? Help us out here...

No it is definitely not illegal, what you have there is a legal disclaimer saying that basically the creators of the software have no responsibility for what you use the software for, and are providing no warranty or garrenty with it. Linux is whats called "open source"

That means that it is freely avalible to anyone who wants to distribute, modify or otherwise use it.

I have used that collection of linux tools, particularly phlak, and they are completely legal, and quite usefull

You might be interested in looking up the free software foundation, they have alot of details on the use, and legality of free software.

The only possible legality is using a piece of encryption software authored in First World nations like US, in a Third World non-aligned nation like North Korea, Myamar, etc...

illegal to use....no.....well I guess that depends on what you plan on using it for....
as for auditor not working, try burning at slower speed, check Md5, try different brand of disk.
