You've answered your own question: it appears your computer is running Windows Vista. This problem is difficult to solve without simply wiping your hard drive clean and doing a fresh installation of Windows XP or Linux. The latter, however, does provide some handy tools, like Live CDs, that will make your task easier.

At the moment, Windows Vista still isn't perfect. It probably is not an issue with your hardware. Maybe try installing Windows XP.

Windows Vista hasn't worked for me too well, either. I prefer to use XP, 2000, 2003 Server, or different flavors of Linux, such as Ubuntu or Slackware.
