I wouldn't stare at someone who had a severe physical defect or purple hair. I MAY, however, become momentarily mesmerized by someone I found irresistibly attractive. Hopefully I'd come to my senses before my gawking became obvious.

Might be that an individual likes a person, or that person looks familiar or they hate that person. It is a certain connection a person has with the physical aspect of an individual. Also when one is tired one spaces out, and one of the ways is by staring straight ahead at a random object, it can also be a seizure of epilepsy.

I make a point NOT to stare at people because I know how annoying it is.
When I catch myself doing it I am usually tired or just out of it and not really paying attention to what I'm doing. I guess it's sort of like my eyes are wondering...

Just curiousity. Most people like to be observers, not observed. It's just natural to stare at someone who catches your eye, because they're different, attractive, or interesting.

i usually stare at boobs and butts but im just a guy. it could be that the person is staring without knowing it (in a thought) or they might recognize you

Sometimes you just feel like seeing what people's lives are like. It's like you forget you aren't watching T.V. I like to try and figure out what people's situations are. Sometimes couples don't match, and you wonder what the deal is; sometimes there is a big group and you try to figure out what every-body's relationship to each other is;sometimes you are just bored. It is embarrassing though when you get caught.

I like to people-watch - I think about what kind of life they might have, what kind of a person they might be - mostly just by their gait, clothes, and facial expression.
