Sadly, since the lower half is the fish part, I would guess they just spawn like fish. (Female lays eggs, and male sprays semen in the general area). No fun there.

Ummm perhaps they lay egs and then the men go an fertilise them like fish do....or the can change into human form and do it like we do...eeeh?
