I wouldn't use any kind of medicated rub on a baby that small, but I do have one recommendation for you that works wonders on babies... When my kids were babies and were very stuffed up, I bought this little bottle of saline drops called "Little Noses." You have to put these drops in the nose and they hate it, but it clears it up like magic!! Try some. It will make her feel better.

I wouldn't use Tylenol for a stuffy nose, but on a 3 month old you can use Vick's Baby Rub. Make sure to rub it on her chest and not under her nose or on her face where she can potentially ingest it.
Also, try using a cool mist humidifier in the room. It really helped my son when he had a bad cold when he was 3 months old. What also helped a little was elevating his crib. We used books to prop up the side where his head was in order to keep his upper body elevated. It really helps with drainage.
With a stuffy/runny nose, it also helps to use saline solution. We used Simply Saline. You can either spray it up her nostrils, one at a time, and let her swallow the drainage OR you can spray it up her nose and suction out the drainage with the bulb syringe. We did both ways, but I personally preferred using the bulb syringe with the saline. Either way, she's going to hate it but it really does help. After a few days our son got used to it and actually welcomed it!
Good luck! Assuming that this is just a cold, there really is nothing that you can do, medicine-wise. I will also tell you that Baby 411 was the best book that we bought to help with things like this!

My little goob is dealing with this right now, and let me tell you what works for us:
Before her bath, I take her with me into the bathroom and crank the shower on hot, close the door and sit there for 10 minutes. that loosens everything up. Then bath, then saline drops and booger sucker. I also elevated her head by putting a few books under her matteress. Then I put a warm air humidifyer in her room, and bought that Baby Vicks which works WONDERS!!! Rub a dab of that on her chest and back...lay her down... good to go.
We live in AZ, and it's very dry here, so her nose has been stuffy the last few days and this routine seems to be working very well. Good luck!

i say go and get a vaporizer (the vicks ones are the best- about $10 or so at walmart) and you can also get the kaz inhalant. it's a clear liquid in a plastic bottle. instead of putting vicks vapo steam liquid into the vaporizer, you fill this little resevoir on the outside of the vaporizer, and it's a much less harsh smell... and much better for babies. you can also try elevating one end of the mattress (try putting a folded up blanket under one end) so the baby's head is higher than the rest of their body to allow the nose to clear a bit... and, they do have a vicks vapor rub for babies.. just make sure it says baby and not just the regular.. but that's fine to use too

Vicks (and other companies one presumes) has specific ones just for babies. However even the Vicks Baby rub contains essential oils that should not be ingested and personally I think its a bad idea to put something on a baby you wouldn't put in their eyes or mouth because it will end up there.
Never use camphor containing products on children, camphor is highly toxic and infants in particular may be able to absorb too much through their skin.
Saline nasal drops are a good idea.

You can't use the regular (adult) formulation of Vicks because of the ingredient Camphor which can be toxic to babies. They make a baby formulation that is safe to use, just keep it away from hands, eyes, and mouth. Some parents will rub it onto their own chest then have the baby lie on them to breath it in.

Do you have any Eucalyptus Oil???
I used to put some on a cloth and sit it by my boys beds. They suffered terribly from colds!! It is really strong so don't use too much.
Also I swore by Vic's Baby Vapor. It is awesome. I used to rub their back, chest and feet before bed. It works wonders.
Also my doctor always recommended I keep my boys elevated of a night. Helps them breath. I used to place a pillow under their mattresses.

They make Baby Vicks vapo rub. I still would not put it directly on their skin though. My son had sensitive skin and I put a onsie on him and put the vicks on the onsie, then put his sleeper on.
I wanted to add that what I also did was go to the $ store and get the baby Vapor bath and use that in his vaporizer in his room instead of buying the more expensive Vicks brand made for this and it worked great.

The problem is that if you rub it on their chest, they may get it on their hand and then they may ingest it. Not good.
I have heard of parents who rub it on the soles of their feet, and then put footed sleepers on them.
You can try putting a humidifier or vapourizer in her room, and elevating one side of her mattress to help with nasal drainage. Put a pilllow underneath one side of her mattress.
