Power steering is a hydraulic pump (or sometimes, electric actuators) which helps in turning the front (or all four, in cars with 4 wheel steering) wheels right or left in response to the steering wheel.
In a car without power steering, all the force for turning the wheels comes from the steering wheel.
This can be a good thing, in a lightweight sports car, where the wheels aren't very heavy and there isn't a lot of weight on them, since it isn't any harder than with power steering, and it provides better feedback.
In a truck or a van or a large car, however, you want power steering in the worst kind of way.
