The 20 amp[#12] wire will be too small,you will have to use a # 10 [30 amp] wire.Even though 4500 watts is less than 20 amps[18.75] it still needs the larger wire because you need to de-rate the wire to 80%.The water heater is a continuous draw heating appliance that could run for several hours at a time.Over time the wire will heat up and this is the reason for de-rating the wire.

No , A 30AMP circuit breaker wired to a correctly rated wire is what you'll need for the water heater.Check with a certified electrician on local codes and let him/her do the job correctly .

For safety, the tank is rated for 30amp service. It actually uses about 22-23amps. #10 wire is rated up to 44amps. Electrical codes place the restriction....30amps uses #10 wire on a 30amp breaker. This means the tank can draw as much as 30amps on the breaker, and the wire will handle up to 40amps.
