Perhaps not necessarily the first, but certainly in the first few. I know myself I don't vote on questions that have more than 10-15 answers because I don't want to read them all, and don't feel its right to vote unless I have. But I often see the best answer in the first 5 or so, regardless.

Only if the asker doesn't choose. In voting on undecided questions, I think people just pick the first question there, without checking the others.
