They have to missing for more than 24 hrs. This is not true.By law they are obligated no matter the age of the person to file a report....You must go above their heads and file a complaint with the neccassary authorities or go to your local senators office...or political representative to put your concerns forward....you can also lodge a complaint with cheif of police in your area...but first you could seek legal advice as to whether the police are actually correct...through a lawyer.... usually they give advice free...

Anytime past 48 to 72 hours without any known contact is when a loved one can file a missing person's report. For police, filing such is a mundane task--unless during their prelimary investigation they find something eye catching.
Hopefully, your cousin's wife jotted down details like:
When, where and what time was husband last seen?
Did he mention any destination then?
If he left in a vehicle, give a detailed description of it along w/ license plate number. If the car has On-Star or Lo-Jack...this vehicle might can be GPS located.
Does husband have any enemies?
Have handy credit card info for police: this can help in tracking him down.
Does he have a private email address??
Have a recent clear pic of hubby handy for police, too.
Large metro police departments like NYPD are already overburdened with the holidays--so give them a break and file the missing person's report; they'll do the best they can on the report.
I pray no harm has met your cousin.

Criteria varies from place to place, but generally they do not begin looking for an adult until they have some reason to think there has been foul play or an accident. If they looked for every 25 year old who didn't come home for 3 days, they would not have time to do anything else.
I hope that your cousin is safe. Your family can begin their own search, posting flyers and talking to people where he was seen last. You may find more info for the police to go on and they may take a report then.
You can also contact the news media and see if they will help you find him.
Good luck.

That's totally f-ed up! On that show "Without A Trace", there are plenty of adults that go missing. And on the news there's sometimes missing person reports for people over 18. So call the police and demand help, and don't stop until you get results.

The person has to be missing for 24 hours, be a real person and really be missing. Even so, the police don't go looking unless there is something to go on. For example, was he depressed, where was he supposed to be, where have you looked, what do you think happend? A call to the local newspaper might get more action.

It all goes by importance........George W. Bush can only be missing for 3 minutes....Joe Blow can be missing for 30 years and you cannot find anyone willing to do the paperwork! This is normal in America....money talks and bullshit walks!
