I think they should link presidential wages to deficits/surpluses, debt/reserve ratios, and a relative quantity of raising or lowering taxes.
By my standards, I would have given Clinton something between 150 and 225, where as Bush, 50max, practically owes money.

Bush has twice the problems that Clinton had thanks to the mess Clinton left behind. Clinton tried to make up for his puny salary by renting out the Lincoln Bedroom and receiving kickbacks from missile technology sales to Red China.
