The tires of a school bus are made from a mixture of natural or synthetic rubber, carbon black, sulfur, and other chemicals, which determine the characteristics of the tires. Natural rubber is obtained from latex, a liquid produced when the bark of a rubber tree is cut. Synthetic rubber is produced from chemicals obtained from petroleum. Carbon black is made by burning petroleum or natural gas in a limited supply of air, resulting in a large amount of fine soot.

Well, I'm not sure they have to have black wheels. It is most likely a standard that everyone has followed. Blue Bird makes the majority of the school busses sold in the US and don't list any other color options. The school I went to had red white and blue busses and the wheels were all different colors. But it was a small private school so....who knows.

They want to make a fashion statement. Actually, the wheels are made by other companies like Budd, Kelsey-Hayes etc. On working trucks, busses, etc, black or white is the standard color. If the outfit building the vehicle wants it a certain color, it's up to them to paint them.

Least costly to maintain, rust does not show well, can be left dirty all of the time, etc..
