Well it will be interesting (and nice) if the Buk revolution works, but I suspect the trolls will always be with us. In order for Yahoo to be free and open to everyone I think it is a case of you have to take the good with the bad. And I am a sucker for democracy, warts and all.
And really, think about it.
How do you decide who is allowed to report? What group do you put in charge? Do you want to pick a group that thinks all alike? All like whom? Me? You? And who will monitor them? Yahoo is huge and I think it would be costly for Y!A to hire people to police Answers - do you think Y!A would or could remain free to everyone if Yahoo did that? And what if Yahoo does not have any monitoring in place? Can you spell lawsuit-waiting-to-happen?
I've heard power corrupts and the trolls prove it - but absolute power corrupts absolutely. Who do you trust with absolute power? Even the founding fathers were worried about it - which is why three branches of government, why the Bill of Rights, why the Constitution, why the Declaration . . .
And how do you define a troll anyway? Is it anyone who doesn't agree with you and posts an answer to that effect or votes thumbs down to that effect? Is it anyone who votes someone thumbs down? Or is it just someone who votes thumbs down on your answer or your friend's answer? Is it someone who reports people for using words like c**t and f**k? Or is it someone who reports anyone? Where does having the right to express your opinion end and being a troll start? Who shall be the arbiter and decide who has freedom of speech and who doesn't? So exactly which people are more equal than others? Yes, I know that's not what you mean - but without being more specific, that's where you are going - think about it.

So what is your suggestion? What do you propose? Yahoo has guidelines on this stuff - where do you think they go wrong - what do you think needs to be changed? I, for one, am listening - and if I think it's good and fair, I'll back you to the max on it.
