Yes. But Gordon-Brown won't dare put it to the public, however much the public, and many members of parliament, think it was promised.

Not if the BBC "have your say" feedback site is any sort of guide, and I can't see why it shouldn't be.

I'm a few steps short of taking to the hills with a rifle, but my faith in "parliamentary democracy" is wearing very thin.

Gordon Brown should have put this to the country but is running scared, as usual.
