Ok so im 13(just turned) and im a 36c is that normal???but im not fat im like 100pounds

YES you are normal.

Whatever size you are, you are normal.

it depends on your body... if you were say a guy, and you had 36C's, i would say that was abnormal, but you are obviously a female, so it is quite normal. some women are more naturally endowed than others, so i wouldnt worry.
