Well if this jail is in America, no matter what State, there are certain laws and rules concerining human rights and privacy issues mandated by DCJS.
Once a person has been arrested, and they are finished with the booking process, they have to be admitted into lockup holding until they are assigned to a permanent cell or released. Either way, once in lockup, most (not all) facilites demand a thorough search to include a strip search and then a shower. Why?
1. Security reasons for one. Inmates try to sneak in all sorts of things like drugs, cigarettes, lighters, phones, money, weapons, etc, etc. Women have even more interesting hiding places to stash things than men do.
2. Hygiene - People come into jail with all sorts of Heebie Jeebies, and it's one of the few ways jail staff can control the spread of diseases, parasites and funk.
Now, in regards to a male guard watching your sister in the shower. That is absoulutely a violation of her privacy and most jails/institutions have strict guidelines prohibiting such activity. Interestingly enough, most female guards can search and transport male inmates, but male guards cannot search female inmates and they cannot transport them alone.
Don't jump to conclusions though. You may not know what state of mind your sister was in at the time of her incarceration. Make sure you have all the facts straight before you go acusing the department, because an investigation will most likely commence. If they truly did do this though, you may have a legal case and grounds for a law suit.

that doesnt matter in jail but if im not mistake the female guard watches the ladies and the male guard watches the men, so it makes em feel more comfortable then to have th opposite sex watching them.

Fairly sure thats illegal. They have a female officer that assists with that. Not sure as to what legal routes you could take, but I'm fairly sure she has a law suit for humiliation or whatever.

No, she did NOT have to do that. No sane male guard should put himself in that position, either. She needs a lawyer and NOW!

Once you enter public (and once you get arrested) you are no longer in private, and therefore privacy laws do not apply.
