It's legal here in Denver!
By that I mean that the city itself has made it legal. Cops can still enforce it on the basis of Colorado State Law, but last month the city of Denver voted to make enforcing marijuana possession the "lowest police priority", meaning they'll only bust you if they have literally nothing else to be doing.
It's all but legal here, and a lot of places even advertise.

I thought it was legal to do just about anything with weed in Canada, except to sell it. I had a lot of friends up there when I lived in Seattle. Saw people smoking it walking down the street. Went to a party and a friend of mine had an OD of other stuff, lots of people were smoking when the cops came in, and only thing they said was for us not to be selling it, and went around making sure everyone was ok.
Biggest reason that it hasn't been legallized in the USA (it has been proposed many times) is the fact that there is no instantaneous test to see if you are over a limit like there is for alcohol.

I think there are some places that make exceptions for certain illnesses. If not and there are low cost airlines in Canada like in the UK just take regular breaks to Amsterdam.

Cant really speak for Canada...
But for America, I would say no.
Just because there are so many jobs/money wrapped up in it. I mean the DEA, law enformcent, mental health, etc. etc.
The governmnet would put a lot of its own people out of jobs to do that and god knows they wouldnt do that.

Probably not there are to many stupid people who believe government anti weed propaganda. alcohol is way worse for you than marijuana. Just shows how brainwashed Americans allow themselves to become.

Probably not.
Except in the rational Netherlands, governments
are so invested in 'control` that they can't reverse
themselves.
Too bad. The tax revenues would be useful, but
the organized crime lobby would fight for their profits.
