Depending on how long the paper has to be, I would narrow the scope to, say, bullying amongst teens. Personally, I think the psychological angle or even the evolution of bullying with technology would make for a fascinating paper:
Start by stating why bullying is a problem anyway? Its prevalence? Its effect on child psychology? Include statistics about teen suicide or teen bullying.
Talk about how bullying has changed with the emergence of new technology (like cyber-bullying on myspace/facebook-type sites, how it's no longer limited to the schoolgrounds and can even follow a student who changed schools because of bullying). What laws have been made recently because of this new type of bullying?
What are the emotional or physical tolls of being bullied?
What do (child) psychologists/counselors claim as the major cause for why people bully others (i.e. what propels people to bully), i.e. anger management, fear of the unfamiliar, broken families, self-esteem issues, social disorders, etc. What factors contribute to the creation of a bully?
As far as the victims are concerned, what makes them a target? May include social awkwardness, shyness, submissiveness, physical disability, different culture/race, etc.
What are schools doing to address bullying in their schools? Is whatever measure they are taking effective? Why is bullying so difficult to spot or stamp out? Why does it continue for as long as it does (witnesses who do nothing, mob mentality, etc).
For bullies, is it just an adolescent phase or are their links to future criminal or antisocial behavior?

Sometimes it's because they are different in some way - perhaps it's the colour of their skin, the way they talk, their size or their name.
Sometimes people are bullied because they look like they won't stand up for themselves.
Some people don't like conflict because they have enough of it at home and remain silent when they are being bullied. Sometimes kids are being abused at home and they figure it normal to be picked on. My parents do it so this is normal for kids to pick on me.
Bullying isn't just in school its in the work place too. If a female boss doesn't like you its like your in high school or elementary school all over again.
What about the different types of bullying?

People are generally bullied because others have identified a weakness or vulnerability in them and are praying upon it to make themselves feel superior. The identifiable difference may be a personality trait: insecure, shy, promiscuous. Or it may be a physical trait: overweight, poor hygiene, speech problem, learning or behavior disorder, poor fashion, etc. Often times, the bullied individual lacks the social and coping skills to advocate for him/herself. They avoid conflict and do not defend themselves. These traits could be passed down from a parent or the result of a mental health diagnoses. There is so much info on bullying. Hope this helps.

I've just spent a period of time addressing my Daughter being bullied and I suggest the following: Open with a paragraph on the impact of bullying - I suggest an extreme example. One that comes to mind is a child that too his own life because he couldn't face into going to school. I suggest it include that its not restricted to children. The body will have to identify what is bulling; what is a person doing that constitutes bullying. A more protracted body on types of bullying; bullying in school; among "peers" and in the workplace - if you have access - include the military. Conclusion. Legal and social frameworks that have been put in place to address bullying; consequence of bullying and where you feel the system has been insufficient.

people are bullied for more than one reason. A bully can be acting out on his/her own insecurities. Also, one can bullied because of religion, race, or beliefs. they can also be bullied because the bully deems a person as being socially unacceptable. Therefore, being bullied can be because of the environment you live in. A gay person may not be accepted so much in the bible belt as that person would be in a more liberal state or town. This is just one of many examples.

People have lots of differences in life and anything that stands out will be the ideal target. People who become the bullies are generally someone who has had something awful happen to them. So they need to feel powerful, so the best way that they can feel powerful is to make someone else feel scared or intimidated.

Because they are afraid and have low self esteem. They do not stand up for themselves. Bullies don't want to be bullied back so if they just stand up to them and say NO, they will get tired of that. It's not any fun anymore and they'll go find another shmuck to annoy.

Actually, here's a nickle for your penny bag, the person being bullied usually has anything to do with being bullied. It's actually the bully itself is dealing with their own personal issues and taking it out on someone

throughout my years when i was bullied I was informed it was because they were jealous of me.
