It's leftover from an old, old scam. When money was made out of precious metals, you could line your pockets with leather and jingle, jingle, jingle all day. By the end of the week, you'd managed to flake off a saleable amount of gold or silver dust. So jingling your change was perceived as being...ummm...kinda hard, crafty, and a bit low-class. It put forth an image of someone who bends the law to get what he wants but does it in such a way as to never get caught. That image might have carried over from the olden days. Or it's just a nervous habit.
