I'm basing mine on the approximate centroid of both countries.

The person above me gave you the relative location to other coordinates.

The absolute locations:

Hungary: 44d 10' 21"N, 19d 29' 56"E
Norway: 66d 11' 10"N, 14d 10' 11"E

I'm not sure what you mean. It would take a surveyor years to determine the boundary coordinates of Norway or Hungary. Neither is shaped as a rectangle, a square, a triangle or a sphere so it can only be done with the "meets and bounds" system. Even then, the description would be several thousand pages long.
