Absolutely! That is the most imprtant part of the consulting process. That is when you can determine what your client needs as opposed to what they think they want. Only the initial meeting should be at no cost, but once you are retained, your regular rate should be charged. This also cuts down on frivilous meeting time!

Absolutely.
You don't want to charge for meetings with them prior to actually getting the job.
If you're just doing the job for a flat fee, then you should only charge for meetings that are the result of the client changing something that affects the project deliverables. All other meetings you require should be worked into the flat cost.
If you're retained and are invoicing them for your time each month or something, then obviously any hours your spent in your car or at their disposal are billable.

Not very much info here. But I'd say, "Bill for what you agreed to do." If accomplishing your contract includes meetings, then that's fair. If not, then negotiate a fee that you feel comfortable with, knowing you'll have to attend some meetings to get the job done.

they have to make money somehow. but they should charge for what they are commissioned for.
