If I want to send $$ to H.K through HSBC, do I need to make an account in there first?

No you don't. If you want to send to any bank, you can send through your account. Go to your bank and talk to the platform person about wires. There will be a fee for you and a fee on the other end for the person on that account. If you don't have an account and you open an account just to do this, the bank may not do it for you, security reasons..it looks funny!!
Or you can send it through Western Union..but they charge a lot.

yes == you could just just western union if this is only going to be a one time thing it migh be the best way to go!!!
