The Senate was a Roman institution that was adopted for the government of the United States. Representative government in general (where citizens elect people to make governmental decisions, such as legislators)may spring from the Roman Tribunes, commoners who were elected by the citizens -- Senators were born to the job.

Pure democracy, on the other hand, generally involved every citizen voting on everything (as in Athens) instead of the citizenry electing representatives (like tribunes or legislators).
