No. Georgia could build some but there is no water to put in them. Lake Lanier, the major supplier of water to the Atlanta area has been using its reserves lately because of the ongoing drought there.
Also, it would take years to build reservoirs like Lanier for water usage

I recently talked to a fellow from Atlanta, he said the drought has certainly been a problem, but the biggest problem has been increased population growth for years without securing any new supplies of water.
