This is a new complaint of mine against a P.D. which thankfully I was not involved with, but it still stinks.
This California Beach town made a law requiring bicycle licenses on all bicycles in the city. The police went to the beach cut the locks off bicycles and impounded AKA (stealing) them. Regardless many were tourists and others from towns that don't require bicycle licenses.

Your problem seems to be more with your town council then with the municipal police force.
Municipal police are hired to enforce among other things municipal bylaws.
If the town council passed a bylaw requiring all bikes to sport a licence plate then it's the municipal police force's duty to enforce this law. The police can't pick and choose the laws they will or won't enfoce.
Your remedy is to research the problem, attend the next council meeting, and supported by reasonable and valid arguments calmly and politely tell the council that based on your research they must amend their bylaw because it discriminates against out of town folks and tourists.
By the way you might want to look into the reasons why some municipal councils see a need for licence plates for bikes.

Let me be sure what you are saying:
1. The city (not the police, bu the city) passed a law that said all bikes must be licensed (like most cities do) or they will be impounded.
2. The police enforced the law passed by the city.
3. You think this indicates corruption.

My answer, no they are not.

Corrupt means they break the laws or ignore the laws.. Hmmmmm sounds more like a police dept simply doing the job that they are required to do.. Enforce the laws regardless if they agree with them or not.. I don't think the police dept has any use for your bikes, come on be realistic... If you disagree with the laws... change the laws, don't expect a police officer not to enforce them JUST because YOU don't agree with them.
