It's a Computer programming language
getting slightly more techie (sorry... I am one!)
C++ is an object-oriented programming (OOP) language that is viewed by many as the best language for creating large-scale applications. C++ is a superset of the C language.

In Layman's terms.
C++ is a computer programming language.
In other words:
It is a set of rules (identified as C++) for defining instructions to be performed by a computer.
Kind of like how English is not the content but is the set of rules that define how we communicate.
C++ is a specific set of rules for communicating instructions to a computer.
Similarly you can have more than 1 computer programming language just like you have other ways to communicate.
People can communicate using English, French, Spanish, Chineese and many other sets of rules that do not govern content but that govern how the content is delivered.
There are also many different computer languages pretty much for the same reasons that there are different spoken languages. They all more or less do the same thing but some are better for some things and others are better for other things.

There is a very low-level programming language called "C". (Yes, there was a programming language at a university called "B").
An update to the language to support object-oriented programming is called "C++".
Microsoft has created it's own version called "C#" (Cee-Sharp) just to be different.
My advice - skip all of these. Look into Visual Basic or Perl or Java - less controverisal and not as low-level.
