This is the best advice even for eyeglasses.

Dish soap, like the stuff you use in the sink, and hot hot water.

Dish soap was designed for grease removal and binds with the grease molecules to help it wash away with the water. Windex will work after several rounds of spraying and wiping and smearing the grease all over. The best thing is that dish soap is safe with tintings and special coatings (even antiglare coatings on glasses).

Seriously: Take some Tabasco and soak it into a sponge...it'll break up the "oily substance." Don't let it get on your paint though.

Why not try dish soap (liquid - not the type for a dishwasher) and warm water?
It works for glass dishes, it seems like it should work for your windshield.
Good luck.
