A person who has a mountain of merit, but it doesn't matter b/c corrupt people hold him down, making political/favoritistic decisions.

And so, he can never reach his dream because his biggest barrier is the free will of others.

A classic example of the general type is Shakespeare's Hamlet. Shakespeare also touched on this theme in Julius Caesar and in a much more obscure play, Coriolanus.

I'm not sure that Orwell's 1984 quite fits the pattern, but another book by Orwell that does, obscure but a brilliant book, is Burmese Days.

Other classics with similar characters include The Castle by Kafka, Parade's End by Ford Maddox Ford, and Lost Illusions by Balzac.

If you're looking for something more contemporary/popular, some of the later Harry Potter books fit quite well, especially Order of the Phoenix, although Harry of course ultimately defeats his enemies.

aha! the eyes of the dragon by stephen king. the young prince is wrongfully imprisoned...etc! ....at the end all is set right.

it is a great read and is exactly what you want- if you dont mind fantasy writing.

read a book about a person who writes conspiracies. i can't think of the name it but maybe ask the Liberian and they could point you in the right direction

Yossarian in Catch 22 reminds me somewhat of this description. It's quite tongue in cheek, but if you haven't read it... I recommend it highly.
