Answer NONE in the US all of those agencies and positions are limited to specific authority. For example The Secret Sevice protects the president, certain officials and diplomats and investigate counterfieting. They cannot arrest someone in Downtown Mayberry For DUI.

Now I know on TV it sounds cool when The FBI or NSA shows up, Flips open some credential case and takes over, but that is NOT reality

NSA is in charge. It outranks all of the other agencies because protecting American soil, which is their prime directive, takes priority. A police officer does not even have the authority to arrest an NSA agent, but an NSA agent has the authority to arrest cops, and agents of the FBI and CIA.

It depends upon what the situation calls for.

The FBI handles criminal matters as it relates to federal laws. And serve as the domestic inteligence agency.

The CIA handles intelligence matters on foreign affairs.

The Secret Service has jurisdiction with counterfiting and the protection of our elected leaders.

The NSA deals primarily with foriegn intelligence as it relates to cryptology.

The State Department actually shouldn't be included within the following list as they are a cabinet level department in matters of foreign affairs and are a part of the executive deparment.

Well... even though the States are supposed to have Supreme Sovereignty within their borders, the NSA can and will override it... then you have the Secret Service who's primary role is protection of the President.
Then the FBI and finally, State Officers.

while CIA is in charge of threat against US from outside and in outside, NSA rassemble both internal and external Intelligence provided by FBI and CIA. bUT, a CIA officier, team or program can be investigated by the FBI because the FVI is under Justice Dept. It should be the most sensitive Dept. Secret Service has a limit job "protect authorities and money"

I thought the word was VOUCHED. Also, it would be best that people entertain themselves by doing math figures to see what money they will come up with for mortgage or rent payment if they're added to the long line of permanently unemployed, simply because even the 40+ million Americans getting food stamps will see those diminished come the new Republican laws statewide. Frankly only die-hard Republicans are the ones trying to find out where he was born. Wherever it is that it happened he is in the White House, even if only to be the Republicans' punching ball. I'm sure the whole world would admire him if he said he doesn't have a birth certificate because he never saw one or his parents never believed in such a thing and threw it out_many in the 1960's could care any less for marriage paper or any document, and I know yes it would horrify many to know that nowadays! Whichever is the case he should just stand up at least for something_even if it's to admit he never knew where he was born. Or even better that he suspects now he was born in Kenya but that when he was elected by the Americans he felt he was elected by the whole world_remember that many around the globe he thought he was a Messiah?_and that therefore he feels he is the President of the World! Even that would be preferred to him doing NOTHING!
