Is there any shelters that people can stay in who are homeless?

Hi I have a friend who is homeless, from Quebec and a 21 year old male.

Is there any shelters or government based places that could get him into somewhere fast?

Government must provide homes to those in need because it is a state responsibility. The local government unit must be in charge of this duty.

there are plenty of them, but it is very dangerous to stay there.

can't you get him to stay with you?
