Right after 9/11, I remember watching the news and the news anchor actually said :

"The government has reason to believe that OBL is either hiding in Afghanistan or somewhere else"

I lost it laughing!!!

Western Pakistan in what is know as the "Tribal area/region" which isn't under the control of the Pakistani Govt.. It's only about 20 miles from the Afghanistan border where a few thousand US troops are stationed but are not allowed to go after Bin Laden thanks to the Bush Administration.

As I understand it from the few reports I have heard it is thought he travels somewhere back and forth between Pakistan and Afgan boarder area in a remote mountainous region of both countries.

Bush knows where Osama is hiding but he is not interested in his capture because it might justify the withdrawal of troops in Iraq.
