Yes, provided it's not too deep and, after each puff, you'll have to stick your head out of the water to take a breath between each puff depending on how much you want to inflate it. It must overcome atmospheric pressure and the pressure of the water acting on it. (For every foot under water, you'll need an extra 0.5 psi of 'Puff' above atmospheric in order to inflate it and, you'll have to hang on tight or it will escape to the surface.)..

Assuming you mean inflate rather than explode?

From your own lungs? The amount of work your lungs would have to do would be against the weight of the water, as they normally work against the resistance of air, I guess its highly unlikely. You would probably only take a percentage of your lung volume and the rest would be lost. You would also need a one way valve attached to the balloon as the pressure of the water on the balloon would easily force the air out.

You would need a pressurised gas cylinder to inflate the balloon.

Yes by taking mouths full of water and filling it with water, the water inside the balloon stays at the same pressure as the water surounding it.

Yes, if you have enough pressure. But the balloon will lift you up to the surface of the water when its volume is growing.

Yea you could but you should probably use a pump!
As long as you could get the pressure inside the balloon high enough then it will inflate.

You need to inhale first in order to blow up a balloon, so no.
