I believe the most economical car currently available in the UK is the Volkswagen Polo Bluemotion 1 (http://www.volkswagen.co.uk/new_cars/polo/bluemotion1 ) with fuel consumption on the EC Combined Cycle of 74.3 mpg.
The next-best is the new Mini Cooper D, at 72.4 mpg.
A less costly option would be a Toyota Aygo 1.4 turbodiesel (or the similar Peugeot 107 or Citroën C1) at 68.9 mpg.

The Fiat Panda 1.2 wound up in 8th place (out of 150-odd cars) in the Top Gear customer survey last year, and returns over 50 mpg in the combined cycle. (The Diesel does even better). It's also dirt cheap to buy, has 4 doors and a decent boot and you wouldn't fel too embarrased to be seen driving it.

Mine's a Hyundia1300 and get 38 mpg / 9miles a litre urban, had it 4 years no problems.
