Sounds like a hacker as taken control of your sisters pc. In this case the only option is to remove your platform and perform a clean re-install.

If your sister has used her pc for banking or credit card use, I would tell her to visit her bank right away and advise them of the sitatuion. (She will be held liable for all credit cards usage and worse of all, all monies stolen from her banking account).

If by chance she has given out her real name and address, I suggest she file a formal report with the police and let them send a forensic computer expert to her home to look at her pc. (They have the tools & expertise, to get the info from the IP from where the emails were sent from).

Next time, if she does not have one, install the free version of zone alarm firewall. http://www.zonealarm.com

Avast free for home personal use antivirus. http://www.avast.com

Superanitspyware free version: http://www.superantispyware.com

A2Squard Free from Austria, finds all keyloggers, rogue dialers, adware, trace spyware, malware, etc. etc.

Best of luck.

Email doesn't require that the sender's email be authentic. So this means you can make an email look like it came from any email address pretty easy. If her password is being changed she needs to make sure her secret question is reset. It's also possible her computer has been compromised. In which case the "hacker" is just intercepting her password every time she changes it.

She should change her secret question and password from a different computer and see if that stops the problem. If it does she probably needs to reinstall her operating system and get a firewall.

No, hire an IT network service man to reinstall your OS, configure ZoneAlarm Pro, and add a LinkSys firewall.

The IT man will know how to track down the individual and prevent future break ins.

Stop downloading free windows software, and use firefox+noscript+adblockpro.

Consider Ubuntu Live CD for web browsing.

Sofi was being nasty. Most people on the planet are "coloured". Wherever you go people will label you. It's no big deal. Most people of African descent don't know where they emanate from. You are who ever you want to be.
