Clothing is not necessarily cheaper in New York.
But they do have shops that sell named brand mall clothing for inexpensive prices.
I was taken to these type stores by my friends aunt. Her aunt lived in Brooklyn at the time.
These stores were in Manhattan, mainly off 20th Ave.
If you had $200 you could purchase a large amount of clothing.

Cheaper is relative. It depends on where you buy and the mark up prices the retailer is selling. Many clothes maybe cheaper in NW but depend on if you are buying from liquidators like Burlington coat factory, TJ max and Sims.
Online stores are even better because of low overhead. You maybe better shopping online

There is also tax on clothes in NY, where in PA there is no tax and I don't know what the other states are like as far as taxes on clothing.

i don,t think so. the cost of living in new york is high
and i would expect clothes cheap or not go along with it.
