topic, do i have unscrew the metal plate to get in to the fan? cus when i open the tower i see everything but the fan.
pc is a dell and has a green box over something, i see the ram graphics card etc.

The Green cover in your Dell will just "unclip" ... doesn't require any screws .... the cover is an air duct that directs the air over your heatsink from the fan at the rear of the case ... I usually find a cheap small paintbrush (un-used of course) works great to "sweep" the inside of your PC and brush dust off fans ... just be careful and gentle ... you can used a can of compressed air ... but that can cause more problems than it solves forcing dust deeper into crevices ... once you brush the dust looses gently blow it away with your mouth ... close your eyes or you'll end up with irritated eyes ... Canned air, but make sure you hold the fan still while you spray it. The speeds at which the fan will spin from the force of the air are pretty high and not good for the bearings.

If you have the system manufacturer manual, first read about on how to safe and clean it.

Then unplug power of your system from the electrical outlet.

First use the compressed air to clean dust, then Use cloth to clean from the outside and inner side of the fan.

no just get can of compressed air and blew an air from can onto your computer fan. you can open PC cover and air the dust off,
