Inspection by Board of Health, Board Of Pharmacy, Certificate of Occupancy, Alarm Company, Safe, gates, hire people, what neighborhood, what language do they speak, how much can you afford for rent? How will you notify everybody about your store, how do you prevent the BIG stores from destroying you?

It is tough. You have to register with the federal DEA, state DEA, state board of Pharmacy, find a wholeseller, and many other services. Some states require the owner to be a pharmacist. You have to build up a drug inventory. It's rough. It's way easier to buy out a retiring owner than start one from scratch.
