This pipe seems to have no function.

It comes up about 3 inches above the pavement and has a cap that allows air to go in and out - much like the top of a chimney.

My question is.... Why is there a pipe that comes off of my main drainage to the sewer, that leads outside my house that seems to serve no purpose?

It's not a cleanout, it's not a roof vent, it's a fresh air vent. Don't ever plug it.

The main reason for the pipe and cap is to balance the pressure that can build up in the drain caused by the material inside. Mostly this pipe goes through the roof space and into the outside via the roof.

That is a vent pipe that allows air in and out. However, yours is quite low down to allow foul air out. If there were no vent pipes dangerous gasses would build up with nowhere to go.

It also serves to keep the air pressure inside the drain equal.

Hey,
When you run water inside the home can you hear water running in the pipe outside?? If you can you need to put a female clean out lug on this pipe.
It really sounds like a clean out. but make sure before you close it wit a clean out plug. Listen for sounds in the pipe,, if you can hear them, put a clean out plug on.
If not and you are on a public sewer it may be another devise. I don't want to confuse you... The devise I am speaking of is meant to allow sewage to flow into your yard and not your home if the public sewer back up..

Its a vent pipe it allows air to escape so flushed water will flow easily. It can also be used as a clean-out so if you have a blockage you can put a "snake" down that pipe to free the blockage

Vent pipes go out the house roof. It is illegal to have one below roof level due to methane gas being present. You have a clean-out which is used to run an auger through the drainline for cleaning. It should be capped.
