When I was on the prowl as a young woman I always dressed provocatively when out. So yes I would say it could be interpreted as a signal to their availability for sex....don't know too many modest, moral women that wear Victoria Secrets.
Now their morals may be in question and they may be willing to engage in illicit sex...but that does not indicate that they wish to be violated and abused as I've heard some say. There is a difference between consensual sex and forced.
That also does not indicate that they wish to be treated badly or verbally abused. There are a ton of mixed messages coming from men out there and society as well. On one hand men want their women to be sexy. They like the sexual freedom. Society encourages women to lead their lives as they wish...but then in the next breath men are treating women like trash because of preconcieved ideas and society will turn on a woman and accuse her of being a slut.

Social customs exist to communicate. The way any person dresses IS interpreted by members of our species based upon social context. Dress, body language and verbal cues are some times easy to interpret accurately and some times so subtle that they are interpreted inaccurately.
Women occasionally dress and act in ways that do not communicate their intent accurately. There are other occasions when a woman communicates something rather clearly and is surprised by the unanticipated consequences of her communication.
Finally, construction workers, frat boys and priests all know what some things mean and there is no confusion.

I wouldn't say cue but clue...but it isn't written in stone.
I dress differently according to my moods.
Willingness to have sex? no....I may dress provocatively but it doesn't mean that I want to have sex with YOU.
Vulnerability? not so much; but maybe her insecurities. I don't where tight shirts that show off my mid section anymore because I just had a baby and haven't completely gotten my shape back...that doesn't make me vulnerable, it makes me insecure. At least as far as that body part.
character? yeah, I'd have to say that sometimes you can see someones character by the way they dress, but I wouldn't make a presumption based on their clothing.

yes they tell you not to judge a book by it's cover but we all do!
if you see someone wearing revealing clothing most people tend to think they want sexuall attention!
if someone dresses more covered up they think they want more respect!
is it true not all the time i have a great personality but i'm more on the consertive side but i sometimes dress like i should work the corner! but it's because I feel good in it and could give a rats but what anyone says!
