It was, as I understand it, a mixture of things.
Chris Jericho has been trying to get over in Hollywood and in the music world for a while and it wasn't really going over too well. Vince -- or more accurately, USA's upper brass -- wanted more Attitude-era guys back on the show.
Matched purposes and good timing.

He returned because his holywood career was not going so well and he wrote his autobiography and wanted to return to wrestling after writing the biography. Vince and the USA network wanted him to come back too so they could have another big name star and get better ratings. It was especially important to Vince after the Death of Benoit.

To save the fans from the CLB with the RKO and shove Orton's ego up his A**!
(And if you read WWE magazine, he said he feels much more fired up to compete than he did two years ago, which is fine by me!)

in my opinion either he got bored with his music career or his music career was going down the drain and he needs the money that he lost trying to start a band.
