You can get sparys and dyes for your bumbers to bring them back to life from most motor shops motor world is good.
As for the lights check out car accessories on the internet in the uk and look for headlamp masks some a are universal fit. Just type in car acessories and check under exterior acessories and check under your model of car. Also ask if you can order them through a motor shop aswell.

Why do you want to do that? This would only "cheapen" your car and give it a tacky look.

Instead of wasting money on these "light masks", why don't you save your money and upgrade to an E36 headlamp from a saloon - which gives much better headlight coverage pattern (they are ellipsoid projector type - instead of the cheaper design that the compact uses). Plenty of used ones around for cheap.

If you are still unsatisfied with it, then add a real HID (Xenon) upgrade to it. http://www.dealextreme.com/details.dx/sku.2565

For your plastic bits, go to places like Halfords and grab a bottle of "Back to black" or similar products.
