If we stopped paying all taxes then there would be no money for the legitimate functions of government: defense, law enforcement, maintaining the transportation infrastructure.
However, if we simply starting paying less taxes, then the government would be forced to eliminate its excess waste and bureaucracy, people would have more money in their pockets and the economy would grow.

Nothing, legally. I mean you only have to file taxes, but you don't have to pay taxes. I know someone who has been in a battle with the IRS for the last 20 years and still hasn't been imprisoned, because he files his taxes every year. He just never paid them and they can't do anything to him except make his life miserable with audits.
