He certainly feels safe with Bush in office. After all, he's been "marginalized," and Bush doesn't know where he is, and doesn't care...except when it scores him political points.
Bush doesn't want to make all his middle east oil buddies connected to the bin laden family mad by really going after bin Laden. Bush hosted Taliban reps when he was Texas governor and before 9/11 as well. Who's protecting them?

Clinton DID attempt to get bin Laden. That is a lot more than we can say about Bush who is truly not concerned with him.
