go to Start.. run... type cmd and then try to ping the address. Won't work if you have been banned.
then type in tracert domain.com(insert the website you are trying to reach. You should get hops on the way to the website. It will die after serveral if you are banned. If you don't get any hops, there are other issues.

Yes, it is trivial.
But if you are at home, you can usually get anew ip address by releasing the dhcp lease on your modem. since I don't know the specifics of your configuration, I will leave how to do that to you.

If you were banned via the web server sw (Apache e.g.) then you can ping the physical server but not access the web site.
Your own firewall or web site blocking/parental controls (if any) may be blocking you, or there may be a router in between you and the web site that is out for repairs and will be back shortly.
The 3 tests you really need to do are the ping test above, then a traceroute, and maybe telnet on port 80.
The results of that will tell you where the block is if you can interpret them, then you can decide what if anything you can do about it.

It sounds as though you have been banned. Have you done anything to violate the Guidelines of use? If you have, then you can be pretty confident of being banned, without having to go to all the trouble outliined in the post above mine.
However, doing what he wrote will indeed allow you to know without any doubt. lol
If you have any questions about the commands he gave you, simply enter this to get help on each item:
help ping
help traceroute
Doing this will only get you the parameters:
ping /?
traceroute /?
There is a space between the command and the /. The space is important.
If Run is not on your Start Menu:
You can also access the command prompt via Start-Programs-Accessories-Command Prompt.
You can place Run on your Start Menu (it is not there on a default installation of Vista) via the Start Menu Properties, which you can access by either right clicking the Start button, or going into control panel.

It sounds like that your IP address was in fact banned and yes a webmaster can easily ban an IP address it isn't a hard thing to do. I currently webmaster a site and I could easily ban anyone I wanted to. Your best bet is to contact the administrator of the site or use a proxy server such as
http://headfrost.com to have their IP get it for you.

I get that message under 2 circumstances. One, when my internet is acting up (in which case, other sites give the same message). The other, when the site I am attempting to access is down or otherwise having issues.

yes a site can actually ban your ip completely , you can not access that site now because even though you may have changed your external ip, your internal ip stayed the same, so they completely blocked you
