I got this sheet for school and it's a Super Bowl quiz kinda. It is more of play on words. It covers the 32 NFL teams. Example of answers to this are the clue is 747s and the answer would be Jets. Wise sunbather would be the Browns etc. The one I am stuck on says "fundamental laws" for the clue and I can't figure it out. Any help is appreciated.

Bills? Like the Bill of Rights?
Could IOUs be the Chargers? Like charging something instead of paying for it?
