I suppose it's based on the person. Sometimes a good person will do evil things because they're forced to do them -- look at the War in Iraq, or the woman who kills an abusive husband or flips out and kills her own children.
Others -- like the killers and the pedophiles and such -- do it for the power and the rush they get. The don't do it because they're "sick" or they're on drug/ They mean to do it. They're Predators and they like the taste of blood. Evil is what they do.
There is another brand of evil, like the people who do evil to others just because they can -- bullies, lawyers, CEO's and people like that. They make money, power, hurt those they wish when they wish, rape the land and leave good land baren etc.... They're really as bad as the other Predators, but they do it *Legally". And they're in the Governements of all nations.
And in all Religions. which makes me Profoundly sad.
Good folks regret their evil. but the others keep on and rarely if ever regret.

Many factors such as personal beliefs, culture in which you are brought up, bad life experiences.
Also evil thing for one society might be a sacred thing for another. For example I've read about a tribe in Africa (if I remember correctly, might have been S. America) where they kill twins as soon as they're born, because they believe that only animals give birth to more than one offspring at a time, so the twins are not humans to them.
So while this practice would seem like a pure evil doing to us, in that society it is sacred.

They desire to do what ever they want, evil is only a view of the choices people make, sometimes people view evil as good.

People are born with good and evil within. It's their choice what they will use, their good side or the evil one. It's who we are. Good and evil, angels and demons at the same time...

people blame videoes/games/parents etc those 'may' have a small factor but all in all i think a person is responsable for their own actions.i am not sure a person can be 'born' evil but...oh and sometimes it could be just sheer boredem too.and what someone else said because its about power,and greed.

Most evil is inspired by the great motivators and justifiers of malice and stupidity, idealism, dogmatism and proselytizing zeal on behalf of religious or political idols.
