The chill mat usually goes under the laptop itself and doesn't affect the A/C adapter. It's perfectly normal for the A/C adapter to get warm, but if you're really worried about it, make sure you don't leave it plugged in unless you're using it.

It is Normal for laptop adapters to get warm. I've had several clients as of late that have had their adapters get hot, right before failure. I've noticed numerous complaints in multiple forums regarding high failure rates due to worn cable connections and heat issues on many Dell Inspiron adapters 2-3 years ago and older. There isn't much you can do other than decide if it seems abnormal to you or if the heat has increased lately compared to what you remember and then replace it if that is the case.

If you are replacing a Dell adapter, I recommend that you buy one directly from Dell as they have been known to install intelligent charging chips in some of theirs that I would not trust from other manufacturers. Many aftermarket adapters can be purchased from the internet companies. Before you replace it, make sure that all of your specs match and the adapter end matches your exact model of adapter.

Most AC adapters get warm and toasty.

It might be a good idea to get a power strip and plug your AC adapters into that and when your computer is off turn off the power strip too otherwise your adapter will keep warm and use electricity when you don't need to.
