She is one of the Townies in Strangetown. I guess you have to find her there, make friends with her etc. and get her to move in with one of your families. I'm not sure how to transfer her to Pleasantville to be with Mortimer though.

You can bring Bella back. There are actually 2 Bellas. One is in strangetown and has no memories of her family in pleasantview. Another is a hidden townie in pleasantview. Pleasantview Bella does have ties to her family but no memories. Also, if you bring her back she dies after 24 hours. While you can then use the Resurrect-O-Nomitron you've still got a Bella with no memories. So...here is what you've got to do. You have to use a program as well as a cheat to get Bella back and give her memories back Here is a tutorial on how you can do that

Bella is dead (check the Goth family memories). There is a very complicated way to bring her back to life, but it could cause serious problems with your game if you do it wrong. Easy answer would be no, you can't bring her back.

I don't think you can. She's only on the first sims. But you can probably create a mock Bella Goth on the Sims 2

You can't, ever. But if you go to Strangetown, you sometimes see her in community lots. She's a townie (non playable sim).
