Concrete is a composite off materials. Cement, fine and coarse aggregate. The cement itself is made of of different materials.

Concrete is a mixture of: 1. Portland Cement 2. Aggregate (Sand and Rock) 3. Water Depending on the ratios of the three ingredients the strength of the concrete will be different.
