I do not have an external mouse and I dont know how to get to the controll panell without the curser

Alt + left Shift + NumLock Key , Then Move The cursor by:

Navigate with Mouse keys:
Click: press the 5 key
Double-click: press the plus key (+)
Right-click: press the minus (-) key
and then press the 5 key to click or the + key to double-click.
Single-click To switch back to standard clicking, press the backslash (/) key.

Use This way to enter control Panel Again and re-activate your touchpad...

In Control Panel open Mouse Properties. In Devices Click on Enable. In Pointers check the box Enable pointer shadow. See all the other options in this window and set up everything as you want.

Have you rebooted?

Plug in an external mouse and use it to set the touchpad.

Or you will have to use the tab, arrow and return keys to go into the control panel and reset the touchpad.

It is a startup program. Turn it back on in the startup programs.
