Savannah or San Francisco if you like walking and moderate weather. Both cities have loads of free sights. The walk across the Golden Gate is so visually stunning its hard to describe and walking through historic Savannah is like walking through a storybook with all of the beautiful homes, squares, fountains, secret gardens, and that spanish moss draped from the glorious oak trees. Neither is super expensive despite what you may have heard if you plan in advance and control your souvenier shopping. I can't say enough good things about either city, but I'm a walker in anything but cold weather so I'm always entertained in just about any city I go to.

NYC is the most beautiful around the holiday time. There are many things to do for every budget type.

It will cost you nothing (after the flight ticket) to stroll down the very elaborately decorated streets, window shopping. Next to nothing: the museums, skating in central park, eat in Chinatown, ... And of course if you got the money then there is endless of ways to spend there too.
